Abstract

PNPM Rural focus of activities for people of Indonesia’s poorest rural areas. This program provides community empowerment facility/local institutions, mentoring, training, and funding for the Direct Aid Society (BLM) to the community directly. The sampling technique used in this research is purposive sampling internally. Internal purposive sampling is a decision taken by the researcher about who should be interviewed, when making observations, document what or how much a document that needs to be studied. Methods of data collection using observation, interviews, documentation and study the literature. This study uses interactive model, in an interactive form of three main components. Interactive activities carried out during the data collection process, where researchers make reduction and data presentation.

Based on research by the author finally obtained the following results: Program management PNPM Mandiri in Rural Borowetan done through the active participation of communities optimally, especially in terms of planning, implementation, and evaluation. Program implemented should be able to accommodate the needs of the villagers Borowetan upon priorities. Rural people’s understanding of the PNPM-MPD Borowetan are common. Community empowerment is not optimal because the average still do not understand the procedures relating to the proposal and program management mechanism. The role and function of the community and offender management programs in PNPM-MP is good enough. Proven with community participation in providing funds for the proposed activity stimulant PNPM-MPD 2012. Constraints faced by the community and programs in the process of community empowerment through PNPM-MP management include: lack of socialization, lack of information, and lack of public awareness efforts to increase community empowerment and offender management programs in PNPM-MP include: Rural PNPM program actors work together with the community in the village Borowetan, held meetings to solve a problem then the problem solving then disseminated to the public, and the development of partnership networks in construction.
